International code of conduct for plant germplasm collection and transfer
Due to the provision of sovereign rights on PGR under CBD, the collection of plant material from developing countries, which are the megacentres of diversity, will be restrained. Since these collections are absolutely necessary for ensuring future food security, FAa in 1993 approved an 'International Code of Conduct for Plant Germplasm Collection and Transfer', which sets rules for plant exploration and collection and encourages nations not to 'unduly restrict' access to these resources. The code sets out responsibilities for collectors, donors, curators, sponsors and users of germplasm. Rules are also laid down for granting permits to collectors, who are required to deposit duplicates with the host country on the completion of their collections.
