National and international actions recommended

Although there is heavy political pressure from several developed countries for further strengthening of the provisions of Article 27.2 of TRIPS, the national governments may reject patents involving traitor technology by involving ordre public- or by inserting a provision for banning certain technologies.

Pressure may also be exercised on giant seed companies, not to use these technologies, keeping bioethical issues in mind.

At the international level, decisions may be taken and pressures may be exercised for banning traitor technologies by bodies like the following: UNCSTD (UN Commission on Science and Technology for Development),

FAO's CGRFA (Commission on Plant Genetic Resources for Food and Agriculture), CBD's SBSTT A (Convention on Biological Diversity ­Subsidiary Body on Scientific, Technical and Technological Affairs), CGIAR (Consultative Group on International Agricultural Research) and WTO TRIPS Council.

Collaborative arrangement of private companies, like those already made with CGIAR, will also discourage private sector to use traitor technology against the interest of poor farmers, and will facilitate the transfer of new and superior technologies to developing countries for the benefit of resource poor farmers.
